Robert Swearingen serves as a Compliance Officer working in all segments of The Integrity Group, with a major focus on criminal justice topics and service areas—including school safety and is actively involved in the company’s service offerings through Blue Sky Florida (Emergency Mgt.); Detail Prime (Secondary Duty Services); and Capital Assurance Professionals (corporate & governmental compliance services).

During his 32 years in law enforcement, Mr. Swearingen served in many facets of the Leon County Sheriff’s Office including Patrol, School Resource, Criminal Investigations, and Domestic Security. During this tenure Mr. Swearingen attained the ranks of sergeant, lieutenant, captain, major, undersheriff and in 2014, after the death of Sheriff Larry Campbell, was appointed Sheriff of Leon County by Florida Governor Rick Scott. As Sheriff and Undersheriff, Mr. Swearingen had oversight and responsibility over all operations of the department and of a staff of nearly 700 dedicated men and women employed by the Sheriff’s Office.

Mr. Swearingen holds advanced training certifications in Field Training, Instructor Techniques, Narcotics Identification and Investigation, First Responder to Medical Emergencies, Active Shooter, Criminal Law, and Missing and Abducted Children. Mr. Swearingen also received certifications from FEMA in all areas of the National Incident Management System (NIMS), National Response Plan training (NRP), Prevention and Response to Suicide Bombings, Improvised Nuclear Device Response Strategies, Response to Terrorist Bombings, Bomb Squad Executive Management, Tactical Commanders Course, Responding to Radiological Incidents and Weapons of Mass Destruction, Introduction to Improvised Nuclear Devices Effects and Response Strategies, as well as Primary and Secondary Screener certifications for Radiological and Nuclear materials.

In 2009 Mr. Swearingen traveled to Israel and received training from numerous subject matter experts, including Israel Defense Forces, in areas of Infrastructure protection, suicide bomber prevention, air and seaport protection, railway and airport protection as well as shopping mall, schools and public area protection.

Throughout his career with the Sheriff’s Office, Mr. Swearingen served in many leadership roles including areas related to Domestic Security, and was appointed to the Executive Board for the Florida Regional Domestic Security Task Force (RDSTF) as well as serving as the Law Enforcement representative for Region II in the areas of Terrorism Response and Terrorism Prevention. Mr. Swearingen also represented Florida on the federal Domestic Nuclear Detection Office State and Local Shareholder Work Group.

Mr. Swearingen gained invaluable experience and training in staffing and budgeting, criminal investigations, infrastructure protection, disaster response, critical incident management, active shooter incidents, mass casualty incidents, emergency management, public safety, preventing and responding to radiological incidents, preventing and responding to suicide and terrorist bombings.

Mr. Swearingen received an AA degree in Criminal Justice from Tallahassee Community College and BS degree from Florida State University in Criminology. Mr. Swearingen is also a graduate of the 230th Session of the FBI National Academy in Quantico, Virginia. Less than one percent of law enforcement professionals in the world have the privilege and distinction of attending the FBI National Academy. In 2000, Mr. Swearingen was selected as Leon County Law Enforcement Officer of the Year by the Committee of 99.
